Some foreign universities may not require the GRE.
Unlike the majority of graduate degree programs in the United States, a considerable amount of foreign universities don't require the Graduate Record Examination (GRE). Instead, schools focus on the quality of your undergraduate degree, grade point average, statement of purpose and references. Before you take the plunge and apply to graduate programs overseas, do your homework (some departments within a university may require GRE scores, for example).

The University of Amsterdam offers graduate degree programs in English for international students. Your undergraduate degree must be in a related field to your proposed graduate program. Individual departments may ask for other supporting materials requirements, such as a portfolio. The university offers master's, advanced master's (for working professionals who already have a master's degree), and PhD programs.

King's College London, one of the Britain's top universities, enjoys high rankings around the world. Although you may not need to submit your GRE scores, the university requires that applicants have an excellent academic record. Further, your undergraduate degree must be in a similar subject to that of your intended graduate degree. If not, you must submit proof that you have taken classes to prepare for graduate work in that subject.

Ranked in the top 100 of the world's universities, the University of Auckland places emphasis on students' academic record (at least a B average). If your first language is not English, the university requires that you take the Test of English as a Foreign Language (TOEFL) or the International English Language Testing System (IELTS). The university offers postgraduate diplomas (coursework only) along with master's and doctoral degrees.

University of Oslo, Norway
As the largest University in Norway, the University of Oslo has master's degree programs in English for international students. Its main requirements hold that your undergraduate degree be equivalent to a Norwegian degree and that you provide evidence of how you will fund your education. Some departments, such as economics, recommend (but do not require) that international students provide GRE scores in order to enhance their application.
