Minority and women business enterprises must receive certification before conducting in subcontractor bidding.
Minority Business Enterprises (MBE) and Women Business Enterprises (WBE) can receive certification for doing business in subcontract bidding. For a company to be considered as an MBE, it must have at least 51 percent of an owned and operated structure consisting of socially and economically disadvantaged individuals. A business wanting certification as a WBE must have at least 51 percent operations owned and controlled by women (under 10 percent and 8 percent statutes).
MBE and WBE can receive certification from the Small Business Administration (SBA), the Department of Transportation (DOT), the Native American tribal government, state or local governments, or from the Environmental Protection Agency (EPA).
Instructions
1. Attempt to receive certification through SBA, DOT, a state or local government, tribal government or through an independent private organization that has a certification equivalent to the criteria of the EPA's. Go through the EPA Office of Small Business Programs (OSBP) for certification if the other attempts fail.
2. Receive an application package based on the type of business you have. Provide attestation concerning the information's truthfulness and accuracy. Show your business has had a beginning and continued net worth less than $750,000.
3. Give evidence the business is owned and operated by one or more disadvantaged individuals. Provide narratives or certifications regarding each person's disadvantaged status. Include all documentation of previous denials of certification with the application package to the EPA OSBP.
4. Wait 15 days for an EPA response to the application package on whether it has complete information for evaluation. Give additional information upon request if the package does not meet requirements. You will receive a decision within 30 days of the application's receipt.
